Northern Lakes Area Redevelopment Plan

INTRODUCTION AND OVERVIEW:

The purpose of today's open house is to discuss and examine the proposed area redevelopment plan (ARP) for a protion of those lands adjacent to Northern Lakes Colege. The area redevelopment plan has been initiated by the Town Of McLennan to address the following aspects:
  • Existing land uses, amenities and opportunities;
  • Potential future land uses in the plan area;
  • Location of future transportation routes and utillity corridors;
  • Subdivision pattern and design;
  • Future park uses and programming;
  • Population density and build out;
  • Administration and implementation - Action Plan;
Upon completion, the ARP will serve as a toool to guide the redevelopment of the plan area. Please take the time to review the panels and provide comments to staff and administration regarding the proposed ARP.


PLANNING OBJECTIVES & PROCESS:

The preparation of the draft redevelopment concept has been guided by key planning objectives and an ongoing participatory process.

PLANNING OBJECTIVES:
  • Identify community values in the plan area;
  • Respect surrounding uses and character of site;
  • Establish redevelopment concept to guide development of plan area;
  • Integrate public engagement throughout planning process;
  • Advance plan to statutory status to guide subdivision and development;
  • Integrate action component to direct redevelopment process for municipality;

PLANNING PROCESS:

To date, the following process has taken place to inform and guide the draft redevelopment plan.
  • Start up review, and identification of vision for redevelopment area;
  • Site visit and assessment with Council;
  • Identification of community values and key aspects of site with Council;
  • Visioning and design charette with Council;
  • Preparation of draft redevelopment concept;
  • Public review session;


SITE ASSESSMENT & DESIGN PRINCIPLES:

SITE ASSESSMENT:

  • Focal point in historic development pattern;
  • Key pedestrian route to Town Centre from surrounding residential areas;

  • Current recreational area and open space for south side of community;

  • Surrounded by an array of land uses with unique architectural patterns;

  • Influenced by block pattern - alleyways and grid network;
  • Highway access limited - must be addressed;
  • Unique view corridors westward to Church.
DESIGN PRINCIPLES:

  • Identify compatible land uses respective of surrounding area;
  • Preserve portion of plan area for usable open space and public use;
  • Protect and integrate existing pedestrian linkages;
  • Limit access to 3rd Avenue North;

  • Preserve view corridors look westward;
  • Provide reserve allocations for buffers and beautification measures;
  • Reinforce historic development pattern;
  • Enhance highway corridor.

The proposed redevelopment concept would yield the following:

NEXT STEPS IN PLANNING PROCESS:

The Agency and Town Of McLennan will continue to revise and amend the redevelopment plan in accordance with ongoing public comment and input. the next steps in the planning process include the folloing:
  • Review of Comments and Amendments......... March 2006
  • Draft Area Redevelopment Plan............. March/April 2006
  • Plan Referral/Amendments............................. April 2006
  • Bylaw Adoption Process.................................. May 2006
